    notepad and wordpad are used just for text changes, wanted some for the design changes.

    I'm not 100% sure of this, but I think HtmlKit by http://chami.com works with php aswell.

    You can edit the PHP code through Notepad. Other editors like Frontpage might mess up the PHP code.

    I use Crimson Editor, small programs, but support php tags.
    and best of all, its free...

    Others is Dreamweaver MX 2004.
