    Mobile friendly design should support Responsive Web Design. For any web design template is mandatory. So how to design a RWD template!

    We use bootstrap to design Responsive Website Designs because it has well planned sections for design elements like sections, articles, tabs, toggles, quick tabs, sliders etc.,

    There are lots of really useful responsive web design tutorials, which you can easily find in Google. Or if you don't want to waste time on it, you can just choose on of the free Responsive HTML5/ CSS3 Website Templates.

    Find a best online tutorial who provides the information you are looking for on responsive web design. Then start working on a part of the design like sliders, responsive navigation etc., then focus on designing responsive web design.

    The website should be mobile friendly as well if you want it to be on top pages of google, as per the google update. So there are so many website design tools available that will provide you all the facilities..

    Personally, I have never designed a template by myself. For my projects I use professionally designed Joomla templates that are really easily customizable and optimizable. I've been just working on a website for my client who wants to sell his handmade ceramics. I also use Joomla for his projects. He seems to like how it looks.

    Responsive design can be developed by using Boostrap. The latest version of bootstrap has a responsive design no need to included any styles. Present Bootstrap 3 version available and it is a mobile friendly with a responsive layout.

    I do it with Wordpress. Just take a good theme and you will get a great website for your project. By the way, check the Learnpress themes at https://www.templatemonster.com/lear...dpress-themes/ There will be some very cool ones soon which you might find useful
