PLESK is the best windows control panel to be used.
ABOUT PLESK -

cpanel is for both windows as well as linux servers,i think its features are also quite standard, its working scheme is quite professional and its interface is clean, i think if you are still confused you could check out -

The OP is interested in free or cheap panels, though I can't say Plesk 8 is particularly cheap, but it seems to be offered by the majority of webhosting companies on windows and linux plans, serverpoint.com, fastservers.net, amhosting.com.

cCanel for Windows is not yet available, even though they had been working on it for years. I am not sure if it will come out in the near future.

cPanel is always good for any site.
It gives more usability than any other panels.
